Contaminated Soil Disposal
The Essex-Windsor Solid Waste Authority (EWSWA) is a licensed disposal facility that accepts municipal waste and select non-hazardous waste at the Essex-Windsor Regional Landfill.
Excess Soil For Beneficial Reuse and Management
Under the terms of the current Environmental Compliance Approval (ECA), excess soil for beneficial reuse is not accepted at the Regional Landfill. The Essex-Windsor Regional Landfill is not designated or registered as a receiving site for excess soil for beneficial reuse and management.
Contaminated Soil
Contaminated non-hazardous wastes/soils are accepted for daily cover use provided they meet the Ontario Regulation 347 Table 4 and Ontario Regulation 153 Table 3 for Industrial/commercial land use standards.
All wastes/materials to be disposed at the Regional Landfill must be approved by the EWSWA prior to delivery, and specific protocols must be followed.
- All information requests on the submitted form must be submitted before the review process will start.
- You must have been awarded a contact for hauling contaminated waste. If you have not been awarded a contract, your submission will be rendered invalid and not processed.
- Complete the Waste Characterization Form with information related to the waste source/generator, type/condition, quantities, and supporting laboratory analytical results (see below).
- Bulk laboratory analysis is required. The minimum analysis should include Volatile Organic Compounds (VOCs), Petroleum Hydrocarbons (PHCs), Polycyclic Aromatic Hydrocarbon (PAHs) and Metals/Inorganics.
- Toxicity Characteristic Leaching Procedure (TCLP) analysis is also required. The minimum analysis should include Volatile Organic Compounds (VOCs), Metals/Inorganics and Benzo(a)pyrene (BaP).
- The number of samples will depend on the total quantities of waste/soils to be delivered to the Regional Landfill. The list of bulk and TCLP analysis maybe adjusted based on the source and type of waste.
- Please download the fillable Waste Characterization Form, and when completed email the form back to ask@ewswa.org with "Waste Characterization Form" in the subject line.
- If you have any questions, please call 519-776-7941 and ask for the Manager or Supervisor at the Essex-Windsor Regional Landfill.
Policies and Procedures
- Allow for a minimum of 72 hours (business days) after submission for a response.
- Essex-Windsor Regional Landfill is licensed to receive domestic, commercial, nonhazardous solid industrial and agricultural waste only.
- All waste hauled from the City of Windsor is to be delivered to the Essex-Windsor Regional Landfill via the designated haul route. (Highway 3 to the Arner Townline, south on the Arner then west on County Rd. 18 to the landfill). Must follow the same route back to Windsor.
- All vehicles hauling waste must be licensed as part of a waste management system certificate or provisional certificate of approval from the Ministry of the Environment, issued pursuant to Section 27 of the Environmental Protection Act.
- All trucks must be equipped with front and rear tow hooks.
- We reserve the right to limit the number of trucks hauling soil into the site subject to weather conditions and landfill operations.
- We cannot accept pups attached to tri-axle trucks as well as dump trailers.
- All trucks hauling contaminated soil to the landfill must adhere to all posted signage and site rules, including any direction given by landfill staff.
